We will put up with the viewport issue as the pen weights are not altered using this. Will keep you posted if we find other fixes. We always use the sheet set manager which is way easier and I can plot to multiple standard paper sizes and even do half sizes of those which keep the line weights in the correct fashion instead of them being either too fat or skinny.

I can only tell you that you have control over the output thickness thru the plotter file, pen table, etc. The display in the Microstation file is totally independent of that (weight is just a value) and can be controlled thru preferences.
